There is active project MOBAC (Mobile Atlas Creator) : Java-based PC (also mac/linux) application to download map tile packages. One of the supported Mobile Atlas formats is MGMaps/MyTrails (MGM) - exactly the one used in Offline maps support of Nutiteq SDK!
